In the winter of 1777 to 1778, Washington's army at Valley Forge was cold, underfed and untrained. He did not wait for a better army. He brought in Baron von Steuben to train the one he had, starting with a model company that then taught the rest. By June, that army could stand against the best-trained force in the world. The Institute works the same way: develop a core group of leaders, and let them develop the rest.
